OBJECTIVE

To improve water system capacity and reliability by replacing the existing water mains. To improve the condition of the roadway by means of selected pavement rehabilitation methods.

DESCRIPTION

This project consists of pavement improvements and the replacement of existing 4" and 6" diameter water mains on North Iowa Avenue from Plymouth Street to Stone Road, on North Michigan Avenue from Plymouth Street to Stone Road, and on North Wisconsin Avenue from Ridge Road to Stone Road.

JUSTIFICATION

The existing water mains have a high incidence of water main breaks, and the existing 4" mains also have insufficient capacity. The Illinois EPA Public Water Supply Loan Program (PWSLP) is expected to provide loan funding for the water main improvements. This project is to be partially funded by voter approved bond proceeds.

November 1, 2024This large water main replacement and street improvement project has been split into smaller portions due to budget constraints. The village has been awarded CDBG grant funding for the construction of two of the smaller portions of the larger project. North Wisconsin Avenue has also been separated into its own project, as it does not include water main replacement. Updates on these smaller projects can be found under their respective pages on this website. Other areas within the original project have been delayed indefinitely until funding can be acquired.
October 7, 2022The Michigan and Vermont Improvement Project comprises a smaller portion of the larger College Streets Project. The project is expected to go to construction in spring of 2023.
March 4, 2022An engineering agreement for the design of the first CDBG funded project, the Michigan and Vermont Improvement Project, has been approved. Field work for that effort is currently underway.
February 25, 2022Staff has summited a proposal for the engineering design of the first CDBG funded project, the Michigan and Vermont Improvement Project, for consideration at the February 28, 2022 Village Board meeting.
February 18, 2022Staff expects to submit a proposal for the engineering design of the first CDBG funded project for consideration at an upcoming Village Board meeting.
January 14, 2022Staff has submitted two applications for CDBG grant funding for portions of the project in an effort to secure external grant funding and advance those portions of the project. Staff has received notice that DuPage County has recommended the award of CDBG grant funding for the construction of those two portions.
January 7, 2022Staff is working to complete the effort of separating Wisconsin from the rest of the project for the 2022 construction season.  Also in effort to advance portions of the project, staff submitted two CDBG funding applications for portions of the project.
