Objective
To improve the condition of the roadway by means of selected street improvement methods. To improve water system capacity and reliability by replacing the existing water main.
Description
This project consists of water main replacement and street improvements on North Iowa Avenue from Vermont street to Plymouth Street and new water main installation on West Vermont Street from Iowa Avenue to Wisconsin Avenue. This will tie into the new water main installed with the Michigan and Vermont Project in 2023.
Justification
The Village's pavement management program has determined that the condition of the roadway has deteriorated to the point that street improvements are needed. The existing water main has a high incidence of water main breaks. The Village has submitted an application through the Community Development Block Grant (CDBG) Program.

The Bidding Documents may be obtained from QuestCDN at https://www.questcdn.com under QuestCDN Project #9043917 free of charge. An active QuestCDN account and login are required. Hard copies of bidding documents are available free of charge at the office of the Village of Villa Park Public Works Department, 11 West Home Avenue, Villa Park, Illinois, 60181. Each bidder will only be allowed one hard copy, if requested. All bidders must be listed as plan holders to be eligible to bid.
A mandatory pre-bid meeting will be held via Microsoft Teams. All parties who wish to attend the pre-bid meeting shall request the Teams meeting information from the Village by emailing a request to engineering@invillapark.com a minimum of 3 hours prior to the meeting.
Village Projects are typically bid through the online bidding service QuestCDN. A list of plan holders as well as the initial bid tabulation will be available on the project page.

Parkway restoration efforts were also completed this week. The only remaining items are planting of new parkway trees, watering and establishment of sod, and punch list work. The new parkway trees are expected to be planted within the next one to two weeks. |
| September 27, 2024 | Paving of a preliminary layer of asphalt pavement, or “binder course”, was completed this week. Parkway restoration efforts started this week and are expected to be completed early next week. Weather permitting, paving of a final layer of asphalt pavement, or “surface course” is expected to be completed before the end of next week. |
| September 13, 2024 | Concrete work continued much of this week and is now nearly complete. The only concrete work remaining is paving of the intersection of Plymouth and Iowa, and a few small locations that were temporarily omitted until other pending work can be completed. Paving of the intersection of Plymouth and Iowa is expected to begin on Monday, September 16, 2024, and the intersection will be completely closed to motor vehicle traffic from September 16 through September 23. A detour route will be posted. Excavation and preparation for the new roadway on Iowa is also underway. |
| September 6, 2024 | Underground utility construction work is now complete. Construction of new sidewalks on the west side of Iowa is expected to take place on September 11, 2024. Pouring of new curb and gutter and driveway approaches will follow. During this time, residents will not have access to their driveways and will be allowed to park on the street overnight. |
| August 23, 2024 | Installation of new water services is currently underway and nearing completion. After all the new services are installed, the remaining connections of the new water main to the existing water supply system will be made and the old water main will be abandoned. Removal of existing pavement, sidewalk, and curb and gutter is also taking place in preparation for road reconstruction, which will take place after all utility work has been completed. |
| August 9, 2024 | A portion of the new water main has passed required testing and been put into service. Connection of that portion to the existing water supply system was completed this week. Required testing of the remaining portion of the water main is expected to be completed next week. After the remaining portion is put into service, the installation of new water services can begin. Restoration of pavement, sidewalk, and curb and gutter on Vermont Street is ongoing, with most remaining concrete construction on Vermont expected to take place early next week. |
| August 2, 2024 | Construction of new mainline water main is nearly complete. The new main must now pass required pressure testing, undergo disinfection, and then pass required bacteriological testing before the village can apply to the Illinois Environmental Protection Agency for an operating permit. Upon IEPA approval and issuance of an operating permit, the new main can be placed into service, at which point connections to the existing water supply system will be made, and the installation of water services can begin. Construction of new storm sewer in the intersection of Iowa and Vermont was prevented from beginning as expected this past Monday due to rain. After beginning on Tuesday, the work was unfortunately also slowed by unforeseen circumstances before being completed late in the week. Staff is currently working to coordinate restoration of pavement, side-walk, and curb and gutter on Vermont Street while underground utility construction work continues on Iowa Avenue. |
| July 26, 2024 | Full construction operations began this week. Installation of the new water main is ongoing. Construction of new storm sewer in the intersection of Iowa and Vermont is expected to begin Monday morning. In order to facilitate this storm sewer work, a partial closure of the intersection will be needed. A detour will be posted, and advanced notice of the detour is being provided to residents. |
| July 19, 2024 | Preliminary construction efforts began this week. Full construction operations are expected to begin next week, with the construction of the new water main starting on Monday, July 22, 2024. Staff is in the process of working through the extensive initial contractor documentation and paperwork that is a requirement of the Community Development Block Grant (CDBG) Program that is providing funding for a portion of the construction costs of the project |

The village is working to execute the contracts and schedule a pre-construction meeting. An engineering agreement for Phase III construction engineering with V3 Companies, Inc. was also approved. |
| May 31, 2024 | Engineering staff has completed the bid review process and DuPage County has given their approval to award a contract, as is required by the CDBG funding awarded to the project. A contract award recommendation will be submitted for consideration at the June 10, 2024 Village Board meeting. |
