Village Manager's Message

At the Village Board Meeting on October 13, 2025, the subject of Tax Increment Financing (TIF) districts was raised. TIFs have emerged as a crucial tool for revitalizing urban spaces and fostering economic development in municipalities across the United States. Villa Park has established various TIF districts to stimulate economic growth and community development. We will examine one of the TIF programs designed to promote improvements for businesses within a TIF. Villa Park has the “Site Improvement Program” to incentivize businesses to improve the outside of their respective properties. It is our hope that more businesses take advantage of this program to help improve the outside of many businesses in need of updating. The following is a list of improvements eligible for site improvement:

  • Parking lot replacements
  • Landscaping, including parking lot islands, lot screening, foundation planting, and removal of weeds and invasive species
  • Trash enclosures compliant with code regulations
  • Lighting, including parking lot lamination
  • ADA accessibility, including ramps, sidewalks, guardrails, and accessible routes
  • Sidewalk replacement

Eligible costs covered under the program:

  • Architectural and engineering fees (Conceptual drawings and construction drawings)
  • Permits and fees
  • Materials
  • Construction labor

We have an online application on the Village website. The instructions are straightforward. Once an application has been filled out online, it is reviewed by Village Staff. There is a point system applied to all applications with several criteria listed on the application, like code compliance, use, relocation, need, and scale. ADA improvements are also strongly considered. An applicant must attain at least a combined score of 25 out of 50 points to be eligible for a grant award. There is a finite amount of funds awarded each year, so applicants are encouraged to apply early in the calendar year. All site improvements are subject to the availability of funding. The proposed projects must have a minimum cost of $5,000 to participate in the program. The most the Village will reimburse will be fifty (50) percent of the of the overall cost up to $25,000. The applicant must be the property owner or the lessee of the property with written permission of the property owner. All permits must be approved with the applicant seeking at least three competitive bids from contractors licensed to work in the State of Illinois. We as a Village will do more to encourage local businesses to take advantage of this great TIF program, including visiting businesses. Updating and beautifying businesses benefits everyone.

Village Hall Elevator Modernization – Temporary Meeting Location Changes

Friendly reminder: Beginning today, the elevator at Village Hall will be out of service for approximately 4 to 6 weeks while important modernization improvements are completed. Residents can use the south side entrance (facing the Police Station) to use the stairs or the east entrance to use the temporary accessible ramp leading to the main level. Please note that upper-level access will not be available during this time. All Village Board of Trustees meetings, Commission meetings, Coffee with the Board, and Adjudication Court will be temporarily relocated to the Villa Park Recreation Center (320 E. Wildwood Ave.) multipurpose room until the project is complete. We appreciate your patience and understanding as we work to improve accessibility and service reliability at Village Hall. Villa Park Trick-or-Treat Hours

The Village of Villa Park has set Trick-or-Treat hours for Halloween 2025 on Friday, October 31, from 3:00–8:00 pm. We invite everyone to have fun with family and friends while celebrating safely and respectfully. Happy Halloween!

Free Fall Leaf Collection

Free leaf collection is from October 26 to December 13! Residents can dispose of unlimited Kraft paper bags and approved containers (up to 35 gallons/50 lbs) without yard waste stickers. Brush must be tied in bundles no longer than four feet and not larger than eighteen inches in diameter; limbs over four inches not accepted. No stickers needed for brush bundles!

Trick or Trot 5k Run/Walk

Join the Villa Park Women's Club Trick or Trot 5K Run/Walk at the Ruggard Gazebo on Saturday, October 25! The family-friendly event kicks off with a 5K run at 9:00 am, followed by a fun 1K for kids at 9:45 am. Be sure to come dressed in your most creative costume for a chance to win exciting prizes. Trick or Treat Around Villa Ave

Get ready for some spooky fun—the Old Town Villa Ave Halloween Event is back! Join us on Saturday, October 25, from 1:00–4:00 pm for an afternoon of family-friendly Halloween festivities. Enjoy trick-or-treating at local businesses along Villa Avenue from 1:00–3:00 pm, then head to Cortesi Veterans Memorial Park at 3:00 pm for the costume contest!

The Villa Park VFW 2801 Post and Auxiliary are hosting a Pumpkin Patch Fundraiser throughout the month of October! Stop by 39 E. St. Charles Rd. for photo ops, custom-painted pumpkins and gourds, and more! Support your local veterans, open daily from 1:00 - 7:00 pm.

VFW Halloween Show

Head to the VFW Post 2801 and Auxiliary on Halloween for a night of live music and festive fun from 7:00 - 11:00 pm, featuring a performance by Full Volume and a costume contest with prizes in multiple categories. Whether you're showing up solo, as a couple, or with the most creative costume in the room, there's a chance to win!
