Water Quality Program Virtual Public Meeting

DuPage County Stormwater Management is providing this virtual public meeting space in accordance with DuPage County’s National Pollution Discharge Elimination Systems (NPDES) Permit No. ILR40 from the Illinois Environmental Protection Agency (IEPA), which allows DuPage County and its municipalities to discharge stormwater into waterways. The NPDES permit requires County hold at least one meeting annually for the public to provide input on the countywide water quality program. 

IEPA Permit No. ILR40 includes the following components:

  • Public Education and Outreach on Water Quality Topics
  • Public Involvement and Participation
  • Illicit Discharge Detection and Elimination 
  • Construction Site Erosion and Sediment Controls
  • Post-Construction Best Management Practices for Water Quality 
  • Pollution Prevention and Good Housekeeping for Municipal Operations
  • Water Quality Monitoring Program

ComEd Tree Trimming Operation

ComEd intends to perform vegetation management activities on distribution circuits in your area within the next few months. The vegetation management activities are a key component of ComEd’s maintenance program to ensure system electrical reliability, as vegetation contact with ComEd equipment is a leading cause of outages. In accordance with applicable statutory requirements, ComEd is required to provide each affected municipality a map (see attached) or common addresses of the area affected by the vegetation management activities. 

Please be aware that ComEd has notified any affected customers and property owners with (i) a statement of the vegetation management activities planned, (ii) the address of a website and a toll free telephone number at which a written disclosure of all dispute resolution opportunities and processes, rights, and remedies provided by the electric public utility may be obtained, (iii) a statement that the customer and the property owner may appeal the planned vegetation management activities through the electric public utility and the Illinois Commerce Commission, (iv) a toll-free telephone number through which communication may be had with a representative of the electric public utility regarding the vegetation management activities, and (v) the telephone number of the Consumer Affairs Officer of the Illinois Commerce Commission. The notice also stated that circuit maps or common addresses of the area to be affected by the vegetation management activities are on file with the local municipal or county office.

Village Managers Message

This week’s main projects were working on the contract with LRS for trash, recycling, and yard waste collection for the next five years, parking fees, and collection of them at the Villa Park Metra stop, and interviews for the next Fire Chief of Villa Park. Another busy week.

The LRS contract will need to be approved in two parts. We have never had a direct contract with LRS, they acquired the contracts for trash service and recycling service which were originally signed with Roy Strom Refuse Removal Service, Inc. in 2010 and 2013 respectively and merely extended. All parties agree that we are better off to create a new document. On Monday the 13th the Board of Trustees will be asked to approve a resolution to award a five year contract to LRS with all the particular terms described in the resolution. The resolution will also authorize the Village Manager to negotiate a full Agreement for approval on February 27th. In addition, the Village will be applying for a grant for new recycling carts for all standard residential collection homes. This grant will slightly reduce the overall trash collection rates for Village residents – although the contract still calls for an overall rate increase. Approving the resolution Monday keeps a schedule thar will allow LRS to order and prepare the trash and recycling carts for deployment in June, although the contract and rate increase will not initiate until July.

We will be interviewing three candidates for Fire Chief next Wednesday. Based on the quality of the candidates, I can say that the Villa Park position is an attractive one. The candidates will be interviewed by a panel of VP Fire Department employees, a panel of department heads, and a panel of community leaders. We hope to announce a successful candidate before the end of the month.

After meeting with representatives of TPS, the company that maintains the parking kiosk at the Metra station, I am able to say that the Village will be able to bring back long-term parking, without having to purchase and track parking tags. The software package that TPS uses will allow regular users to purchase 30-day, 60-day and 90-day passes online. The proposed rates would be $2.00/day and $35/month. No changes would be made to the kiosk. You will still only be able to purchase one-day passes by coin, bills or card. You will also be able to purchase 1 – 5 days passes by the app. All enforcement can be done by the plate-reader the VP Police Department already owns.

I chaired the Joint Review Board on Thursday that voted to recommend the process of approving TIF #7 in Villa Park, the St. Chares Commercial Corridor Project. On Wednesday night I participated in the Commission currently called the Cable TV Commission. Commission Chairperson Al Stasch gave an excel-lent presentation that detailed the dwindling audience on standard cable TV and the importance of shifting our focus to online platforms. More will follow soon. I also attended the kickoff meeting for the Michigan and Vermont Improvement Project that will be CDBG funded. 

In addition to the meetings described above I worked on a labor issue, spoke with a representative of Hawthorne about their project, attended a CDBG kick-off meeting for the Vermont & Michigan project and met with department heads individually and together.
